Citizens On Patrol Of Wellsville (COPOW)  is an organization of citizens’ volunteers dedicated:

  • To educate the citizens of Wellsville concerning crime prevention.
  • To promote drug free youth.
  • To patrol the Village of Wellsville.
  • To maintain effective communication between citizens and the Wellsville Police Department
  • To enhance the quality of life in all neighborhoods in the Village of Wellsville.

STRUCTURE
COPOW works in partnership with the Liaison Coordinator between the Village of Wellsville Police
Department and COPOW. It is lead by four COPOW members who are elected by the membership to
the Board of Directors (President, Vice Presendent, Secretary and Treasurer)   All members of
COPOW are of equal rank and no hierarchy exists between individual members.  However, only the
Board, acting in its official capacity, has authority to make decision regarding policy and procedure.

ACTIVITIES
COPOW volunteers like to provide an extra set of eyes and ears that could help to benefit the Wellsville
community.  While on patrol, they are expected to look for suspicious vehicles, persons, or activity and
also for anything that could cause an unsafe environment for citizens, such as missing road signs,
malfunctioning traffic or street lights.   Examples of illegal activity that will be called in would be active
incidents of violence, vandalism, drug transactions, DUI, loitering, accidents, or people who need an
immediate emergency response.  Examples of times when a form submission is more appropriate include
vandalism that is discovered "after the fact," street light that are out or damaged, signs defaced or
damaged, wind/storm damage, and dangerous ice patches on roads.

There are two different types of patrols:
  • Walking-walking patrols are when two COPOW volunteers walk a specified area of N. Main
    Street, considered the main strip of the Village of Wellsville, which includes the back parking lots
    and blocks that have larger businesses located on them.
  • Vehicle-vehicle patrols are when two support volunteers share one vehicle to patrol the Village of
    Wellsville and if so desired, the Town of Wellsville, including the known hill areas where underage
    drinking may occur.

In addition to street patrols, our volunteers will also engage in activities that directly assist business and/or
home owners, such as:

  • Door Checking-Business owners will have the option to sign up for this special service.  If
    requested, the volunteers will check if business doors are locked after normal business hours.  
    Volunteers will have a contact sheet for the business owner to let them know when a door is left
    unlocked.  The volunteers are only required to inform the business owner.  It is the business
    owner's responsibility to correct the situation.
  • Vacation checks-Home owners may request that COPOW volunteers drive past their homes while
    on regular driving patrols, or they may also request a walk around and perform door/window
    checks.  Homeowners will be notified if anything is discovered.

COPOW will also offer their volunteer service to assist in traffic and crowd control during large
community events, such as the annual Balloon Rally, Music on the Lawn, and downtown block parties.

One of COPOW's primary concerns is looking out for area youth and supporting them in their efforts to
stay safe and drug free.  To this end, COPOW volunteers will patrol school grounds or the areas around
local locations where school events are taking place to ensure that illegal or unsafe activity is not occurring
and to report any such incidences directly to school officials or the police.

    training workshop before
    going on patrol.
